George — I think I can see what has happened here. The heading says 8 August / Week 2, but given that your Friday recovery row was 14 August / Week 3, I'm treating this as Saturday 15 August – Week 3 Hybrid. The data also fits perfectly into the Week 3 sequence.
And this is a very useful session, because it gives us our first proper opportunity to compare the Week 3 hybrid against Week 2.

The external workload is virtually identical to Week 2.
But the internal response was slightly higher on the row.

Row → 110 HR
So this week the row demanded a little more cardiovascular effort.
But your RPE remained 2–3 and there was no fatigue hangover.
That's important.
I don't interpret this as a negative.
It tells us simply that today's physiological response wasn't quite as economical as last week's.
And that's perfectly normal.
🔵 The Neurological Finding Is Excellent
Look at your row splits:

And:
18 SPM throughout.
So despite the slightly higher HR:
Pace did not deteriorate.
